The new tact is to encourage individuals to strike back without claiming affiliation or creating groups that can be penetrated by federal agencies. The idea was proposed by a U.S. military officer to combat communism in 1962. By removing the labels and public gatherings the media has no hooks to hang on and no publicity. An unseen and unknown revolution causes more fear in the enemy. Or is nobody home?
