What can you say about a man who can helm the world's most powerful armed forces without any military experience, bomb Afghanistan, boff employees and keep his job, bomb Iraq, lie under oath, cheat on his wife, bomb Serbia, fight impeachment, bomb Sudan, and make speeches about all the good moral stuff presidents are supposed to stand for. It's good to be king. Bill Clinton has sent more troops overseas than any other president since 1945.
The president is commander-in-chief because the Constitution allows him to make war. Since then, presidents have sent U.S. troops into action more than 200 times. In 1975 the War Powers Resolution was designed to bring an end to the undeclared war in Vietnam. The resolutions required that the president notify Congress before sending troops in harm's way. Those troops must be withdrawn within 60 days if Congress does not authorize their presence. Since 1980, U.S. troops have been sent to Panama, Grenada, Lebanon, Iraq, Iran, Haiti, Somalia and the Balkans. Only Bush got Congress's approval to send troops to the Gulf in 1991.
