Yes, Anchorage, though we hate to say it. This city of 260,000 has finally caught up to the 20th century. There are drive-bys, crack houses, handguns and Uzis-in the hands of teenagers. There were more than 25 homicides in Anchorage in 1995, tying a record. The Crips and the Bloods are here. Even the Mexican and Asian gangs have arrived, all wearing colors. And the legal climate in Alaska offers a warm welcome to young criminals and thugs, if the weather doesn't. Under Alaskan law, first- and second-time juvenile offenders are typically punished with a letter that is sent to their parents from authorities. "We still have laws from the Leave It to Beaver era," Alaska Governor Tony Knowles said, "for thugs from the Terminator age."
