The Interahamwe militia was organized by the political party of the former Rwandan President Juvenal Habyarimana's political party, after the genocide in Rwanda, they fled to the eastern Congo. The Congolese refer to any ethnic Hutu combatant in Congo as Interahamwe, including Hutu who have lived in Congo for generations. The Interahamwe were responsible for the deaths of eight tourists in Bwindi. Their motivation was to destabilize Ugandas' fragile tourism industry because of Musevenis meddling in the war in the Congo. They are also opposed to the current Tutsi government controlled by Paul Kagame.
