Three quarters of drugs coming from Afghanistan via Tajikistan go through Shurabad, Muminabad, and Pyanj districts. The border with Afghanistan and the presence of the Russian troops means that Russian Generals make Japanese efficiency experts look like slackers. Although the farmers don't have any axe to grind with foreigners, you may find yourself in an area controlled by smugglers. In 1998 there were 1,285 arrests of smugglers with opium being the drug of choice followed by weed and then heroin.
