There is a road that heads east from Dushanbe and then winds south along the Afghan border that is off limits even to locals. You will be turned back at any one of the military checkpoints or even find yourself front and center at a Tajik attack on your Russian border stop. Many sections of the road are mined every evening by rebels. The rebels steal the mines the Russians lay down and then put them back in places where the Russians suspect least. Some people take the daily flight from Dushanbe to Khorog ($60) and then take a bus through the mountains into Osh, but don't count on regular departures or the weather being compliant.
