Election violence is the order of the day in Sri Lanka, especially during provincial elections. Clashes between the United National Party (UNP) and the ruling People's Alliance (PA) resulted in two deaths during the week of March 29, 1999. On April 4, the UNP office in Kegalle was bombed, killing one and injuring three. According to the U.S. embassy, "Americans throughout Sri Lanka are advised to avoid political rallies and other mass gatherings, limit exposure to government and military installations, and use caution when traveling on public buses and trains and on domestic air carriers."
