There's been an unprecedented crime wave in Colombo over the last two years with 18 criminal gangs counted so far. In 1998 1,066 rapes and 1,993 homicides were reported. This is a 20-percent increase in these crimes over previous years. With the LTTE wreaking havoc in the capital, it's been necessary to recruit more cops for security. These new flatfoots are taught too little, too fast and then sent out on the streets with machine guns and rocket launchers, concerned more with the guys taped up in dynamite sticks than guys with rocket launchers in their trousers.
