The little area that sits on the right shoulder of Ethiopia is for all intents and purposes a separate country from Somalia. It has no racing technicals, no ad hoc shootouts no looted aid vehicles. It has a population of 3 million people (half of them nomadic) who live in peace and tranquility with ten million goats. The government will tell that they also have $500 in revenue from exiles and $27 million in revenue from the sale of those goats. Oh yes on the balance sheet are also five million sheep and an equal amount of camels. They would like to be independent but they don't have enough money to print passports.
