The United Nations isn't sure what it signed. It put pen to paper on the July 1999 peace accords, and then added a handwritten caveat to the agreement saying that the general amnesty clause in the accords wouldn't apply to rebels who partook in war crimes, genocide, crimes against humanity and "other gross violations." Which pretty much means that all of Foday's boys could be corralled into a box car and sent off to The Hague. The United Nations will be expanding its presence in Sierra Leone essentially bank rolling the Nigerian military to keep a lid on things.
