Though he's the boss, Kagame (who also runs the military) is the dude calling the shots, and firing them, as Kagame has been doing in neigboring Congo to help rebels oust DRC President Laurent Kabila. Kagame announced a cease-fire in May 1999 as Libyan leader Mu'ammar Gaddafi commenced on his world tour-complete with chartered airliners and a bevy of buxom bodyguards-bucking for a Nobel Peace Prize by trying to end the fighting in the DRC. The author of the "Green Book" stands a better chance of being nominated than Bizimungu, whose grandest accomplishment as Rwandan leader was a ride aboard Air Force One with Bill Clinton to visit Ugandan President Yoweri Museveni in Kampala in March 1998. The flight was so short, the Boeing 747 couldn't get enough altitude for Bizimungu to use his Walkman.
