There are some 4,600 Western-based NGOs working in the Third World. When 2 million Rwandans, mainly Hutus, fled the country in mid-1994, more than 200 aid organizations were on the scene instantly. These "refugee cities" soon became headquarters for extremist Hutu former government militias plotting their next civil war in Rwanda, the same folks responsible for the slaughter of some 800,000 Tutsis and moderate Hutus earlier in 1994. NGOs spent more than $1 billion between 1994 and 1996 supplying food, water and shelter to Rwandan refugees. The refugee camps in eastern Congo today have been feeding and clothing Hutu nasties who have apparently started feeling nourished enough to head back to Rwanda to stir up trouble. The UN estimates that 25 percent of its food is stolen.
