Diplomatic ties have been restored between the United States and Rwanda. Passport and visa are required. Multiple-entry visa (extendable) for a stay of up to 1 month requires a US$30 fee (cash, check or money order), two application forms, two photos and immunization for yellow fever. Exact date of entry into Rwanda is required with application. Include prepaid envelope or $1.50 postage for return of passport by certified mail.
At the height of the hostilities, when DP asked about entry permission, a spokesperson replied, "We know nothing." Later, after things had calmed down, it seemed the embassy staff had developed a sense of bureaucratic humor. When we asked if there were any Americans in jail in Rwanda, we were told, "We have none; they have been behaving so far." You should know the first of the 12 conditions for entry and stay in Rwanda is that "proper attire and conduct are required of persons staying in Rwanda." The embassy maintains that it is safe to travel in Rwanda. The U.S. State Department, on the other hand, issued a travel warning in March 1999 suggesting quite the opposite.
