In April 1999, Bishop Augustin Misago was busted on genocide charges. He's the highest-ranking church official to be 'cuffed and printed on a genocide rap in Rwanda. Misago joins 19 other Rwandan priests who have been jailed on suspicion of aiding the 1994 killings. Rwandan President Pasteur Bizimungu and Tutsi survivors of the massacres in Gikongoro Prefecture said Misago refused shelter to Tutsis trying to escape death from Hutu mobs. Survivors of the genocide routinely claim that thousands of Tutsis were hacked to death by Hutus in Catholic churches and missionary-run schools, sometimes with the "blessing" of the prelates and priests.
