The entire country of Rwanda can be considered unsafe. Travelers are regularly the victims of theft, petty crime and murder. Sporadic violence is a problem in Kigali as well as in the interior. Fighting caused thousands of refugees to flee into neighboring Burundi as well as other countries in the region. In 1996, Paul Kagame ensured the safety of returning refugees and a trickle began returning to Rwanda, many to find their land and dwellings seized by squatters. The northwest has recently swelled with extremist Hutus, many returning from refugee camps in the DRC. This area has become a hotbed for insurgent activity and the border region has become a haven for rebels in the DRC. Kabila's air force has been bombing Rwandan border towns to flush the guerrillas out. Travelers should use extreme caution everywhere in Rwanda. Do not travel into the troubled areas of Kigali or anywhere in or near Gisenyi. Do not travel after dark.
