These groups are usually affiliated with FSB (formerly known as the KGB) and local authorities. Naturally there is also an accommodation with the local mafyia, thugs and neighbors.
In a concession to modern economics, many of these groups will only dip their beak into your profits, giving you a chance to get into the black. If you try to get smart you'll of course end up in the red.
