Russia is like the eternally drunk, lying, slovenly brother-in-law we'd rather suck up to than get into a fistfight with. So we give them money when they need it, lecture them when they go overboard and try to steal as many of our secrets back as we can. For now Americans shouldn't feel that nervous when visiting Russia, but it never hurts to have a friend in-country. Two guesses where the billions in IMF, Uncle Sam money goes-to fight wars and in politicians' pockets.
