How much does Russia love Chechnya? After a survey by the Audit Chamber, the nonpartisan, independent state auditor for Russia went through the files, it was discovered that of $3 billion earmarked for reconstruction of the Chechnya economy after the war ended, there was documentation for only $2 billion.
