Accused of being weak and indecisive and smarting from his recent trashing of the peso, Zedillo ordered the Boris Yeltsin manual, "How to Stamp Out Insurrections." He initially bombed the hell out of Chiapas and ended up with truckloads of dead peasants. He then adopted a conciliatory stance, and, after the peso was lower than a cucaracha's belly button, he sent the troops in again. This time, the stock market went up and the white ruling class applauded, while the working class protested. The bottom line is that Zedillo has the tanks, men and helicopters; Marcos doesn't.
