What you have thought or read about Mexican border towns is true. Tequila-happy gringos looking to break every rule in the book, se-oritas with hearts of gold, hardened and impoverished immigrants all controlled by a police force that makes the Keystone Kops look like the Delta Force. Don't blame the cops for all the raucous bloodletting and bad times. In the last four years, more than 20 Tijuana cops have been gunned down, so forgive them if they are a little trigger-happy or looking for a handout. Cops in Tijuana must not only supply their own uniforms, but they drive beat-up cop cars that Americans dumped years ago. They even have to buy their own bullets, and they do all this on a salary of about US$179 a month.
