This is an alliance formed by the numerous guerrillas who use secession from India as a common rallying point. Omar Farooq is the leader of the All-Party Hurriyat Conference, the umbrella group formed of 32 rebel organizations. Farooq is also the hereditary Mir Waiz of Kashmir, the religious leader of the region's Muslims. The losers seem to be the Hindus of the region. At last count, there were about 400,000 Hindu refugees from the Kashmir Valley in refugee camps around the state's winter capital of Jammu.
