There are more than 100 rebel factions, with 10 being militarily significant, and about 60 intergroup clashes occur each year. Thousands of Kashmiri youths have received rudimentary training in Afghanistan and Azad Kashmir that takes two weeks to three months. Although there are plenty of weapons supplied by Pakistan, there is little organized fighting. Typically a mine will be laid across a road and a military convoy will be under attack by small-arms fire from a group of 5 to 10 insurgents. The insurgents then run away and do not press their advantage. The ratio of deaths for insurgents to military is about five to one. There are also about 1,000 volunteers, primarily from Afghanistan (500), Saudi Arabia (80), and Sudan (200) fighting in Kashmir.
