In Delhi, several bombings have resulted in casualties and property damage. The targets are areas of public access, such as public transportation facilities, bazaars and shopping areas, and restaurants. In the states of Jammu and Kashmir, and Punjab in northern India, the terrorist threat is considerably higher. Bombings, kidnappings and assassinations are common occurrences in these regions. The State Department is advising American citizens not to travel to Kashmir and to avoid nonessential travel to Punjab.
Foreign residents throughout India usually employ chawkidars (residential guards) outside their homes. Police assistance throughout northern India can be requested by dialing 100 from any public phone; 100 connects to the nearest police control room, which can usually dispatch a patrol vehicle.
