Insurgent activities, including killings and kidnappings by the United Liberation Front of Assam (ULFA) continue in the northeast. Despite army intervention, violent dissidence continues in parts of Assam. Local ULFA militants have carried out coordinated kidnappings throughout the state. A Russian mining engineer was killed and a number of Indian hostages taken, including several high-ranking officials. Political clashes occur sporadically in different parts of west Bengal and Bihar. Americans who are members of the Ananda Marg have been victims of mob violence in some areas of West Bengal and Bihar states (especially Calcutta and the Purulia district) and are not welcome by state government authorities, who, upon locating such individuals, usually detain and deport them.
The crime situation in West Bengal and Orissa relates to petty thefts, etc. However, in Bihar, there have been killings and other violence stemming from caste and tribal differences. Travel by road after dark is not recommended, and train passengers have been subjected to robberies and schedule disruptions due to protest actions.
