The Hutu militiamen who led the genocide in Rwanda have lived in Congo refugee camps and prevented the more than one million refugees from returning home to Rwanda. These are the perpetrators of the 1994 genocide in Rwanda, which left some 800,000 Tutsis and "moderate" Hutus dead. These folks are the reason-at least the stated reason-for Rwanda's anger at Kabila. Hutu rebels use Congo territory, with Kabila's blessing, for staging attacks on the Rwandan government and, of course, ethnic Tutsis.
