Ethnic Tutsis who live in the Mulenge mountains of South Kivu province started the ball rolling. Although they have lived in Congo for hundreds of years, their incentive to rebel against Mobutu's forces was only triggered after being ordered by Zairean soldiers in September of 1996 to move to Rwanda along with the Rwandan Tutsi refugees or face being hunted down and killed. Bad move. The ethnic Tutsis in Congo were denied citizenship in 1981 and things have been tense ever since. Muller Ruhimbika is one of the topkicks here but Kagame calls the shots. Their party name is Alliance Democratique des Peuples (ADP) and their leader is Douglas Bugera from Rotshuru. The Banyamulenge were the dominant force in Kabila's rebel army. Now Kabila doesn't have an army.
