Photography of public buildings and military installations is forbidden, as is photography of the banks of the Congo River. Offenders can expect to be arrested, held for a minimum of several hours and fined. You need a special permit if you are a photojournalist. In the tradition of West and Central Africa, most folks carrying professional-looking cameras are arrested on a regular basis. If you don't know how these infractions are resolved read the chapter on "Bribes."
