Kidnapping in Rio and Sao Paulo has become a pastime in the last few years. And it's as easy as stealing an apple off a produce cart. Reported kidnappings doubled annually in the mid-90s. Authorities believe the actual number was far greater. Many in Brazil have no faith in the police to handle kidnapping situations competently and successfully. It's part of a vicious cycle, giving kidnappers the confidence for carrying out their activities. But the cops are getting hip and now approach kidnappings with a "take no prisoners" attitude. Besides the increasing extrajudicial whacking of kidnap suspects, cops are now retaliating to kidnappings by busting the members of kidnappers' families. The game's the same: you show me yours and I'll show you mine.
