There were 4,500 murders in Sao Paulo in 1996-and that was a year in the city that was, in John Lennon's words, "giving peace a chance." Through the first three-and-a-half months of 1998, 2,130 folks were murdered in Sao Paulo, about 25 homicides a day. In March 1998 alone, there were 771 murders and a whopping 10,700 cars stolen. Each day in the city there are about 340 violent robberies. Though 140,000 suspects are caught and jailed each month, most don't remain behind bars because their crimes are "never properly investigated," according to Sao Paulo's state council on crime.
