The Bougainville Copper Mine (BCL) in Panguna sits high in the clouds. This huge open-pit mine is jointly owned by the PNG government and the Australian mining company CRA (Conzinc Rio Tinto). In November 1988, the BRA blew up power pylons and other installations, forcing operations to shut down. When the BRA began to attack government offices and non-Bougainvilleans, PNG Riot Squad Police were deployed in December 1988, followed by three companies of regular PNGDF troops which arrived in March 1989.
