You need a PNG visa and of course permission to enter Bougainville, which will be automatically denied. Aid workers are not restricted. You are also supposed to have permission from the BRA office in Buka to enter Bougainville. If you buy your ticket quick and don't make a fuss, they won't catch you until you've been and gone.
